The typical cross-border shipment requires a US carrier to deliver the trailerload to a transfer yard near the border, where a Mexican drayage carrier (with the proper authority) pulls it across. This 'transload' or 'cross-dock' process adds time and cost, but is required because US carriers generally cannot operate within Mexico and vice versa.
Customs Documentation
Every cross-border shipment requires a customs entry filing with CBP (Customs and Border Protection). This includes the commercial invoice, packing list, bill of lading, and applicable certificates of origin for USMCA (United States-Mexico-Canada Agreement) duty preference. However, Canadian-bound freight still requires CBSA (Canada Border Services Agency) filings, and certain goods face specific import restrictions or duties.

Freight brokers arranging cross-border moves must hold the appropriate customs bonds. A single-entry bond covers individual shipments, while a continuous bond (typically 10% of the previous year's duties plus fees) covers all entries for a 12-month period.
